I think you would enjoy reading through old FIFA correspondence with member FAs, such as the various letters which were collated in the FIFA "50 years [sic] of African Football" DVDs (which were never actually released in the end).
The government interference aspect works both ways, of course. FIFA was always happy to meet with dictators, helping to prop them up.
There are quite a few countries where the association president, or secretary or patron etc is also part of the royal family, government etc, often creating a conflict of interest which often goes undiagnosed.
