Not sure about it since Bhutan, Guam and the Central African Republic withdraw from the 2010 qualifying as well but CAR was able to enter this time. In general I´m always wondering where they money goes the FAs receiving from FIFA. Okay Mauritius played several games this year. But I´m not sure why Mauritania or Bhutan withdrew. Mauritania played one game in 2010 and it was at home against Palestine. To be honest it annoys me seeing those countries which getting funds from FIFA not competing and teams not affiliated to FIFA (Zanzibar, Gibraltar, Occitania or Kurdistan) play more regular than some then them. I suppose that a lot of that money goes into some dubious pockets.
Not all money has to go on international football - money can also be spent on improving the football infrastructure, on youth football, on women's futsal, on club football, and on futsal and beach soccer - as these are all governed by FIFA as well.
