The same as last year (and same as for CHAN competition) - CEMAC Cup is open only to players playing in African leagues.
For some countries, this will be almost the same as the national team anyway, but because there is a restriction and these teams are not free to select any players they wish, I do not think we can count these as national team matches. CAR for example has players who play in France, and I'm sure Chad, Gabon and Congo will look quite different without their foreign-based players. Equatorial Guinea have players in Spain as well, and Cameroon has always played this competition with amateur players.
If we start counting these matches as A matches, then we would have to count matches played in the CHAN competition, which would be ridiculous for countries such as Cameroon and Nigeria, most of whose players play in Europe and whose CHAN teams are nothing like their A teams (maybe even C or D teams).
