Good news - there will be a separate tournament for qualification for CAN 2013. This gives a real chance for smaller teams to qualify, as there will be no groups, all rounds will consist of home-and-away matches, meaning it is possible for the top 15 African teams (by FIFA ranking) to play just 2 matches to qualify, as they will receive byes to the final qualifying round. Matches will begin in January 2012.

The qualification will be as follows:

Preliminary round (if there are more than 45 entries)
(Number of entrants-45)*2 teams to reduce field to 45 teams. These teams will be those lowest in the FIFA rankings.

So, 50 entries would require (50-45)*2 = 5*2 = 10 teams to participate in the preliminary round.

1st Round
IF LIBYA QUALIFY FOR CAN 2012:
30 teams - 15 teams bye to 2nd Round (16 teams who qualified for the 2012 Finals minus Libya)

IF LIBYA DO NOT QUALIFY FOR CAN 2012:
30 teams - 14 teams bye to 2nd Round (16 teams who qualified for the 2012 Finals minus the co-hosts (Gabon and Equatorial Guinea). Gabon and Equatorial Guinea will play each other in this round.

2nd Round
30 teams (15/16 winners from 1st round + 15/14 byes)

Libya qualify automatically as hosts

Clearly a decision has to be taken soon. The situation won't resolve any time soon and if the gvt regains controls then surely they shouldn't be awarded with an event this big!

The main reason most teams do not compete is lack of money - and also if they don't think they have a realistic chance of progress - imagine Mauritania had drawn Lesotho - that is a long and expensive trip for both teams.

In 2012, the teams who did not play were:
Djibouti (also will not play in 2013)
Somalia (also will not play in 2013)
Mauritania (also will not play in 2013)
Eritrea (also will not play in 2013 - last entry was in 200

São Tomé & Príncipe (will play in 2013 - last entry was in 2002)
Seychelles (will play in 2013)
Lesotho (will play in 2013)

It was stated beforehand that Gabon would play Equatorial Guinea in the 15th match of the final round (because both teams qualified automatically for AFCON 2012). So, the 14 winners of the 2nd round matches will be drawn against the other 14 AFCON 2012 finalists, and Gabon will play Equatorial Guinea for the 15th place in the finals.

no my freind !! Gabon would play Equatorial Guinea for a place in the final round but every thing change < the caf are afriad big teams will not reach 2013 like 2012 so i think they will put the 30 teams in 2 pots (fifa ranking)

To tell the truth, this decision doesn't crosses my mind. Swaziland played each game in African Nations Cup Qualification 2012 and now, against an equal opposition, they withdrew.

I'm astonished that despite of the increase of chances for weaker teams to compete in South Africa, 7 teams withdrew from the qualification.

I think Swaziland realised they would not beat DR Congo in the next round after their recent WC qualification matches against the same team (1-3 and 1-5 defeats).

The Sao Tome vs Lesotho match that was to be played in Sao Tome on Sunday 08th January 2012 has been postponed to Sunday 15th January 2012 at the request of the Lesotho Football Association. The postponed has been approved by CAF. The return leg is still on the 22nd (Sunday) January 2012.

Reasons for the postponement as we requested were due to the unavailability of flights to Sao Tome via Libreville.

Surely they have had enough time to organise flights?
