Looking at some CAF records I'm trying to puzzle the details.

Round 1:
Nigeria vs Ghana 0-0, 2-2
Nigeria through after draw.

Sudan withdrew. Uganda vs Kenya 3-0, 0-1
Uganda through after draw.

Tunisia vs Morocco
Morocco withdrew

Round 2:
Uganda qualify after draw

Tunisia vs Nigeria 1-2, 2-2
Tunisia qualify after Nigeria walked off in 2nd match

No mention of any Kenya-Ethiopia and Uganda-Zanzibar match in CAF archives.
Kenya-Uganda match is reported 0-1 by RSSSF but 0-3 by CAF. Match played 1961-08-05 with return leg 1961-09-23.

Which CAF records?

There are many problems with CAF qualifiers on RSSSF (and everywhere else).

These two games were reported in a 1962 FIFA bulletin, simply as internationals (it doesn't say if they were friendlies, or for a tournament).

31/12/61 Addis, Ethiopia 4-3 Kenya
7/1/62 Addis, Ethiopia 6-1 Kenya

It could be that someone previously knew about these games but not the dates, and assumed that they were qualifiers.

The dates from the CAF archive mentioned above by trekky are correct, but the scores are not.

05/08/1961 Kenya 0-1 Uganda (Nairobi)
23/09/1961 Uganda 0-1 Kenya (Kampala)

CAF rules stated that matches would be decided by lots (Nigeria v Ghana was decided in this way), but Kenya and Uganda both wrote to CAF and suggested a play-off instead, as they felt the match should be decided on the pitch.

The play-off was held the following month:
29/10/1961 Uganda 2-0 Kenya (Kampala)

There was no evidence of the Uganda v Zanzibar and Kenya v Ethiopia matches in East African newspapers of the time.
