According to Fifa's website, this match is regarded as A international.

I have found some other details on Rsssf:

http://www.rsssf.com/tablesg/gdr1970.html

and also on Solofutbol:

http://www.solofutbol.cl/seleccion%20chilena/partidos/partidos%20seleccion%20chilena.htm

Anyway it seems to me that both Chile and East Germany regard this match as full A.

If all the Football Associations in the world published a list of all the matches which they recognize as "A" official matches, everything would be easier. Italy, Austria, Brazil and many other Associations publish a list on their websites, but on the other hand several Associations don't care for this issue, so this is a great obstacle in the individuation of the actual "A" matches.

Many associations publish their list of matches they recognize as A-international. However it happens sometimes matches will be added or deleted afterwards.

Also, not all football associations in the world KNOW about all the matches the teams have played. Sometimes, records were not kept of things as simple as match results, or records were lost over the years when FAs changed their staff members. This is particularly true of the FAs in Africa, Asia, Oceania and the Caribbean. Perhaps in only Europe and Latin America will we ever have a complete list of all international matches played.
