Some of Israel's opponents in 1974 Asian Games refused to play them. I believe the matches were awarded as well.

I was able to find a few more examples. I didn't include matches which were abandoned and the result allowed to stand (where typically one team already had a 3+ goal advantage).

According to Amigoe di Curacao, August 17, 1954 it was Suriname FA XI vs Curaçao FA XI, and also according to Amigoe di Curacao, September 2, 1954 the game was awarded 5-0.

Olympic Games 1920:
France vs Switzerland (1st round), Switzerland withdrew.
Belgium vs Czechoslovakia (final), Czechoslovakia left the pitch in protest.
In the Official Olympic report (page 152) France was awarded a 10-0 (sic!) win, Belgium a 5-0 win.

In French and Swiss records there is no match France - Switzerland recorded at the 1920 Olympics. It is in the books the Swiss have withdrawn, but no (awarded) match result. In both Belgian and Czech records the match is listed as Belgium 2-0 Czechoslovakia, abandonded before the interval (some books mentions after 37 minutes, others after 39 or 41 minutes).

Singapore also forfeited two qualifiers for the 2010 World Cup after fielding an "ineligible" player (though they thought they had confirmed with FIFA that he was eligible), and FIFA awarded the games with a 0-3 score against Singapore. (the real scores were 0-1 and 0-2).

If Chile had played the Netherlands in 1974, would Cruijff have refused to play, as he did in 1978, in protest at the Argentinian regime (though I know that was not his only reason...) ?

No, because there were no political reasons for him not to go to Argentina. He already decided in 1974 not to play another World Cup and even before he decided to finish his career at the age of 31 (in 1978 ). Without Cruijff Holland even came closer to World Cup victory. Not despite of his absence.

In 1978, Paul Breitner decided not to take part in the Argentinian World Cup, protesting against the military dictatorship, but in 1974 he played versus Chile...
I think Johan Cruijff would have acted like Breitner...

I do not think Cruyff had such political points of vue, Breitner did: I suppose in 1974 he did not protest because they had not to travel to Chile, but in 1978 it was the Argentine military junta that took control over the world cup.....the Chilean football team in 1974 did not really represent Pinochet and his regime...

On FIFA website I don’t see any consistency about awarding matches when matches have not been played. For this occasion I mention only matches European countries have been involved.

-> Poland withdrew for the World Cup qualifying match scheduled for 15-04-1934 and no result is awarded.
-> Poland was drawn in the same Group with Hungary for the 1954 World Cup qualifying tournament. Nothing mentioned at all.
-> Spain did not show up for the 22-05-1960 Spain – USSR match. FIFA awarded USSR a 0-3 forfeit win.
-> The Netherlands – East-Germany World Cup qualifying match scheduled for 01-10-1961 was not played due to visum problems. Nothing mentioned at all.
-> Greece did not played a European Championships qaulifying match against Albania. FIFA webstite mentions Tirana, 31-03-1963 Albania 0-0 (aet; 0-0 penalties) Greece.
-> USSR did not show up for the return against Chile in a World Cup qualifying play off match at 21-11-1973. Chile is awarded a 2-0 win.
-> Albania did not show up for the last 1994 World Cup qualifying match against Spain. Nothing mentioned about.

and there are indications they robbed Brazil from a place in the World Cup final. As according to FIFA regulations matches cannot be deleted how the Argentina - Peru match should be awarded if it is proved this match is fixed?
