Indeed, a perennial problem with groups of 3 in exotic areas - withdrawals are inevitable, but the organizers never learn. Or don't care.

It seems Saint-Martin's Dutch neighbours have also withdrawn.

They were originally drawn in in Group 2.

I cannot open the URL you included.
Anyway, on the Sint Maarten Soccer Association Facebook page there is a post from 10 March (so only three days ago) saying "Football comes alive again", and announcing the Caribbean Cup qualifiers, as well as a friendly vs Anguilla today. (Halftime score: Sint Maarten leading 2-0, no full time score yet).
It wouldn't surprise me if your sources mixed-up Sint Maarten with Saint-Martin.

A comment on the facebook page suggests the final score was 2-0.
Hopefully there will be some sort of proper match report published somewhere later.

Strange - but Sint Maarten are still in the fixtures on that link (albeit as a blank with no logo).

Considering the Sint Maarten FA Facebook page specifically said the match against Anguilla was a warm-up for the Caribbean Cup qualifiers, I don't think their participation was ever in doubt. It seems it was a simple data input error on that particular website.

CONCACAF have published details today, including a new logo.

It says "2016" despite the semi-finals and final taking place in 2017!

2nd round teams don't make sense.

There should be 7 group winners and 7 group runners-up to join SVG in the 2nd round. Quite simple.

What is this "1st best remaining team" nonsense that they have come up with?

Also, in the 3rd round:
There should be 5 group winners and 4 group runners-up to join Haiti, Jamaica and T&T.

However, there are 4 group winners, 4 group runners-up and "best ranked team from Round 2"
There is also "1st group winner" - is this not the same thing as "best ranked team"?

All in all, not very well worded.

It is absolute codswallop, half-witted drivel produced by people who clearly have no knowledge or experience of what they are supposed to be doing. I can't see any way they could have ballsed it up more than they have done. These clowns make OFC look like Swiss clockmakers.

Guadeloupe 0-0 Suriname yesterday - Guadeloupe won 3-2 on penalties.

What I want to know is - what happens if they also draw 0-0 in Suriname, and Suriname win 3-2 on penalties?

Not entirely sure why a penalty shootout was necessary. Both teams qualify for the next stage automatically. I am sure lots could have been drawn to determine which team advanced in which position if necessary.

CURRENT GROUP WINNERS TABLE
